Will drone operators pay for U-space? White Paper

New data reveals what the market wants

U-space services are designed to help drones operate safely and efficiently in European airspace. Yet, strong technology and clear safety benefits do not guarantee a successful market.

 

For U-space to grow, service providers need to answer a basic question:


What are users actually willing to pay for?

 

Future Needs’ new white paper, Pricing the Sky: Analysing Real-World Demand for U-space Services, explores this question using survey data gathered through BURDI, an EU-funded project supporting the safe integration of drones into Belgian airspace.

 

The results reveal a market with strong future interest, but also high price sensitivity, limited experience and a clear demand for simple pricing models.

In 2019 alone, EU Member States granted citizenship to 729,000 people – a number that highlights the growing importance of immigrant integration across Europe. These individuals contribute to the prosperity, diversity, and economic development of their host countries. Yet many still face major barriers to financial inclusion: limited credit history, difficulty accessing banking services, documentation challenges, and unfamiliarity with financial systems. This isn’t just a challenge for immigrants, it’s a challenge for Europe’s long-term economic resilience and social cohesion.

 

U-space is still an infant industry

U-space is at an early stage of development. Its rules, services and business models are still taking shape.

 

Among the 42 survey respondents:

 

  • 45% had never used U-space services.
  • Only 14% had used them for more than three years.
  • More than half showed strong interest in future U-space developments.

 

This points to what economists call latent demand. Potential users are interested, but many have not yet had enough access or operational experience to become regular customers.

 

The challenge is therefore not simply convincing people that U-space matters. It is turning interest into real-world use.

Users want to pay when they fly

The survey shows that most respondents expect to use U-space services for specific missions rather than every day.

 

A drone operator may need these services for an inspection, delivery, research activity or city operation. Once that mission ends, the immediate need may also end.

 

This makes subscriptions difficult to justify during the market’s early stages.

 

When asked how they would prefer to pay:

  • 43% selected pay per flight.
  • 24% preferred a freemium model.
  • 18% selected a one-time annual fee.
  • 15% preferred a monthly subscription.

The message is clear: pricing should match how people actually operate. At this stage, flexible, mission-based models may be more attractive than fixed monthly fees.

Price could make or break adoption

Cost is one of the strongest barriers identified in the research.

 

Around 40% of respondents said they did not currently intend to use or pay for U-space services. Among those willing to pay, most would spend no more than €100 per typical operation.

The results also show that 53% consider cost “very important” when deciding whether to use U-space services. A further 40% consider it “moderately important”.

 

Even small extra costs could therefore slow adoption. In fact, 83% of respondents said they would accept an increase of no more than 10% for supporting costs such as equipment upgrades or training.

 

For service providers, this means that entry costs must remain low, transparent and easy to understand.

Value is about more than price

Lower prices alone will not build a successful U-space market.

 

Respondents ranked safety as the most important expected benefit, followed by operational efficiency. Service quality, availability and ease of use were also strong factors in adoption decisions.

 

Users want services that are:

  • Safe
  • Reliable
  • Easy to access
  • Available when needed
  • Simple to use

This creates an important lesson for U-space providers. Competing only on price could lead to a “commodity trap”, where services are seen as interchangeable and the cheapest option always wins.

Instead, providers should show how their services reduce risk, save time and make drone operations easier.

Regulatory uncertainty has a hidden cost

Different national rules may also affect whether organisations invest in U-space.

 

Around 41% of respondents expected differences between national regulatory requirements to have a significant impact on service costs. More than half said their view would depend on future requirements.

 

This uncertainty makes long-term planning difficult. Operators and service providers may hesitate to invest when they do not know how rules, costs or processes will change across borders.

Greater European harmonisation could therefore help create a more predictable market and support cross-border drone operations.

What should U-space stakeholders do next?

The findings point towards several practical priorities:

  • Offer pay-per-flight or mission-based pricing.
  • Keep additional equipment and training costs low.
  • Make services simple, reliable and easy to access.
  • Explain the direct value for safety and operational efficiency.
  • Support greater consistency between national rules.
  • Continue public support while the market develops.

U-space has clear potential, but the path from an emerging service to a mature market will require more than technical progress. Business models must reflect how operators work, what they value and what they can realistically afford.
